Inderdaad, je kan niet reageren door land neer te leggen, want dat mag niet...
Verder kan je naar mijn weten in de draw phase nog spells spelen en dus kan je deze spelen voordat de eerste mainphase begonnen is, waarop de tegenstander dus enkel kan reageren met instants.
Land mag je alleen spelen in je eerste en tweede main phase, als de stack leeg is. Dus nee, dat mag niet.
als ik deze speel na m'n opponent z'n draw step, dan kan hij toch enkel nog reageren met een land in play te leggen en instants te spelen he? Of aangezien hij dan de active player is (dus priority heeft) moet ik wachten op hem om een spell te spelen voor ik deze mag casten?

You may ignore a Trap’s alternative cost condition and simply cast it for its normal mana cost. This is true even if its alternative cost condition has been met.

Casting a Trap by paying its alternative cost doesn’t change its mana cost or converted mana cost. The only difference is the cost you actually pay.

Effects that increase or reduce the cost to cast a Trap will apply to whichever cost you chose to pay.

The player you target with Runeflare Trap doesn’t have to be the opponent that drew three or more cards this turn.
