Nee, op het moment dat je tegenstander een Counterspell speelt gaat de counterspell naar de GY en het spell op de stack, je kan wel in reactie (voordat de counterspell resolved) deze activeren, maar de counterspell zit dan niet meer in de hand van je tegenstander.

Als je tegenstander e.g een Counterspell speelt in jou beurt, mag je Nebu activeren om deze te discarden?
Ja dat mag. Anders het er gestaan... "Name a NONLAND Card" 
mag je hierbij ook zeggen plain? of een andere basic?

You don’t name a card until the ability resolves. Once you name a card, it’s too late for the targeted opponent to respond.

You may activate the ability only during your turn, but you may do so any time you have priority. (In other words, it’s not restricted to only the times you could cast a sorcery.)
