Het goede nieuws: Ja, je mag de nieuwe kaart houden. Mephisto geeft je een geheel nieuwe draw, geheel vrij van Sindbads restricties.
Het slechte nieuws: Gratis kaarten krijg je er niet mee, aangezien Mephisto je eerst een kaart laat discarden voordat je je nieuwe draw krijgt. (En als je niet discard krijg je helemaal geen draw, maar milling).
Sindbad + Chains geeft ongeveer dit:

, Discard a card: Draw a card.
Hellbent - : Put the top card of your library into your graveyard. Activate this ability only if you have no cards in your hand.

met Chains of Mephistopheles in play moet je hem toch dicarden en dus is het gewoon een extra kaart toch?

If the draw is replaced by another effect, none of the rest of Sindbad’s ability applies, even if the draw is replaced by another draw (such as with Enduring Renewal).

To avoid confusion, reveal the card you draw before putting it with the rest of the cards in your hand.
