Niet op de cost, wel op de Miracle trigger.
Zodra je tegenstander zijn Miracle kaart pakt mag hij hem revealen, en als hij dat doet gaat er een trigger de stack op die (bij resolven) de miracle kaart laat casten. Pas bij het casten hoeft er betaald te worden.
Je kan dus wel reageren op de Miracle trigger en voorkomen dat hij de kaart mag casten (want als hij niet meer in de hand zit kan dat niet), maar dan hoeft je tegenstander de Miracle cost niet te betalen (aangezien er niets te casten of betalen is).
702.93. Miracle
702.93a Miracle is a static ability linked to a triggered ability (see rule 603.11). "Miracle [cost]" means "You may reveal this card from your hand as you draw it if it's the first card you've drawn this turn. When you reveal this card this way, you may cast it by paying [cost] rather than its mana cost."

If Kitesail Freebooter leaves the battlefield before its enters-the-battlefield ability resolves, the opponent will reveal their hand, but no card will be exiled.

The exiled card returns to its owner’s hand immediately after Kitesail Freebooter leaves the battlefield. Nothing happens between the two events, including state-based actions.

In a multiplayer game, if Kitesail Freebooter’s owner leaves the game, the exiled card will return to its owner’s hand. Because the one-shot effect that returns the card isn’t an ability that goes on the stack, it won’t cease to exist along with the leaving player’s spells and abilities on the stack.
